Tracy was the son of Moses and Nancy Tracy, who joined the Church of Jesus Christ of Latter-day Saints in 1883, and were among the converts who left Missouri for Nauvoo, Illinois and in 1850 traveled to Utah territory, settling in Weber County in the town of Marriott. Tracy served a mission to the eastern U.S. and Great Britain in 1881-1882. In 1886, Tracy was indicted and charged with polygamy and unlawful cohabitation.
